MUNDANE NPCS
These NPCs will not necessarily take up a huge role in the gameplay of SoE. They are mainly reference points and key players in powerful positions that should remain in mod hands. Players may not apply for children, spouses or parents of NPCs. It is, however, perfectly possible for players to tie their character to an NPC in other ways, such as working for them or being a more distant relative. In such cases, a mod must be contacted prior to application in case there is additional information about the NPC that would be relevant to the applicant's character.
Mundane NPCs have two main roles in SoE:

Mundane NPCs have two main roles in SoE:
- They control key positions and thus have some control over the mood of the setting, bring new information into the game and fulfil other "mod" tasks.
- They are contacts for player characters. This means that all mundane NPCs can be contacted by player characters at any time in their capacity as Mayor, constable, vicar, politician, and so on. They can be asked for information or favours or to pass on information, and are as likely or unlikely to comply as their relationship with the player character/former interactions with the player character/the player character's position suggests.

Mayor Gary Russell ◈ Head of Mossgate Town Council (including Folkton, Moss Manor and Tarwich)
Gary spends most of his time at work and what little free time he has doting on his grandchildren who are aged between 0 and 4. The easiest inroad with him is to get on the topic of how adorable grandchildren are, and the easiest way to catch him in private is borrowing a child and coming to the playground near his grandchildren's house. That said, he is a man with a "open-door" policy, saying and meaning that everyone can come into his office at any time and that they're all friends here. He seems mellow and exceedingly good-natured with a penchant for avoiding conflict by giving in, until you accidentally run into one of the topics that are important to him (school age education is one of them - just don't even try to suggest slashing a budget there).

Chancellor Jane Astbury ◈ Head of Mossgate university
Impatient, with a very sharp intellect and a sharper tongue, and politically savvy, Jane Astbury has been steering the fate of Mossgate university in one position or the other since before it changed over from being a polytechnic. She is a staple of both local life and local politics and likes to get a first-hand impression of everything that is going on around town and may impact her institution. She is a goddaughter of Margaret Brassant (and strictly speaking it's Lady Jane Astbury). Her partner of many years lives in London, and she spends every second weekend at her place.

Superintendent ("Super") Mahira Khan ◈ Head of the Mossgate Police Department
Diligent, sometimes a bit too practical in her internal politics to maintain a good climate but with a good handle on public relations, Mahira Khan is both the boss everyone wants and everyone fears when they cross her. She's not only head of the local police, but also the superior officer of a number of town police forces in the southwest of Kent. She keeps closely in touch with the regional and national levels of police, and there is rumour that she has a contact or two in the MI6.

Group Captain Stewart Fairhurst ◈ Head of the RAF base
Stewart is blessed with a wonderful wife and cursed with the most terrible 14 year old son that one can imagine. The kind that dyes his hair black, skips school, gets caught nicking things from the store with his mates, and is the reason for half of the poor Captain's visits to Mossgate. What little nerves Stewart Fairhurst has left, he tends to burn on his actual work duties. Which means that he is continuously short of temper. He means well, and he generally is reliable and capable, he is just eternally frazzled around the edges.

Lady Margaret Camilla Brassant ◈ Head of the Brassant family
Margaret has been the sole head of the Brassant family and its many members, near and far away, since her husband died a few years ago. She has four children, some of whom have children of their own. She's known to be friendly enough, if a bit abrupt and crisp at times and a bit eccentric almost always, and has a penchant for ghost stories - and does indeed claim to regularly take tea with the Grey Lady. As far as anyone knows, her family is doing well both financially and privately.

Mary Saunders ◈ MP for the Folkestone and Hythe constituency
Mrs Saunders is very fiercly local in her politics, and that hasn't changed since she ascended to national and international levels of politics when she got elected into the British parliament. Her voters have voted for her because she is from a village like them and she has made a name for herself as a politician who represents the interests of small villages (she even gets votes from Moss Manor, despite being from Folkton), and she is still a fixture in Folkton politics despite her actual job being centred in London now (the highspeed helps). She may be a Tory, but at heart she's mostly a villager.

Reverend Pat Marsh ◈ Vicar in Moss Manor
Pat is an energetic extrovert who loves life and at times steps a bit out of line. She has terrible luck with boyfriends, but since nothing can really bring her down, she tends to bring joy (and/or embarrassment) wherever she goes.

Sue Webb ◈ Royal Mail Assistant Area Manager for Kent
Sue Webb is the assistant area manager for Kent. She was tasked by her boss with dealing with all the local post office shut-downs that those lower down in the hierarchy could for one reason or the other not deal with. She is not happy about this job. She does, however, feel like it is some kind of karma balancing out that all three of her children being uncomplicated teenagers and her marriage being very happy, so she's superstitiously worried that if she gets out of the job her private life will nosedive. So she's going to stay.
OTHER NPCS

Mr Helpful
Mr Helpful came from beyond Earth to track down his wayward colleagues, Mr Evil and Mr Uncertain. In manners and appearance, he is very much the kind of friendly neighbourhood dad that you instantly trust because he's so reliable, mild mannered and good humoured.

Mr Uncertain
Mr Uncertain came from beyond Earth to... well, nobody is really sure. In manners and appearance, he is pleasant to be around, but he seems to loathe being straightforward with anything, likes to go on tangents and get distracted, and getting actual information out of him is like pulling teeth.

Mr Evil
Mr Evil came from beyond Earth to... well. Whatever it is, it definitely doesn't bode well for the people of Mossgate and its surroundings. His behaviour and mannerisms resemble strongly that of a cartoon villain, and every once in a while he will (attempt to) kidnap someone's cat so he can have a pet in his lap when talking to people, since that's apparently required from his type of person. Has an evil lair out under a Sea Fort.
